Abused poverty children murder toddler

Two little boys beat to death and hang a 2 year old toddler. Read this article. Then explain to me once again why people have hindered rather than helped Christian social service agencies who seem to be the only presence at all in many parts of the impoverished world. For every "abuser" priest there are hundreds who are trying to bring any sort of spiritual and social support in the most impoverished corners of the world. Yet all I see is a falling away rather than increased commitment to the Church's social programs.

BUENOS AIRES - The murder of a two-year-old girl, allegedly at the hands of two boys age seven and nine living in the same impoverished quarter of Buenos Aires, has shocked Argentina.
Jaquelin Milagros was found dead on Sunday, with a wire around her neck and and hanging from a wall in a vacant lot, just a few hundred metres from her home.
An autopsy revealed that the little girl had been the victim of a brutal beating before she was apparently strangled.
Authorities said the two boys have confessed to the crime, but will not face trial because of their age.
"The two small boys understand perfectly that they have done something wrong," a police officer told the press.
An uncle of the victim and neighbour of the young killers, told Argentine radio that the two boys had been beaten and abused by their parents.
"The state is absent from the place where Milagros died. There is no health, no education, there is no real social assistance," another investigator was quoted by the local media as saying, referring to the extreme poverty prevailing in the southern district of the Argentine capital.
The two boys have been placed in the custody of a juvenile court judge who has ordered psychological examinations and an investigation into their living conditions.
